Several levels of government are involved in regulating our hobby from the federal side with Transport Canada and Natural Resources Canada -Explosives Regulatory Division. To provincial and civic bylaws covering fire bans and local implementation of what can be done in their jurisdiction, primary to dealing with fireworks not rocketry. 

Rocketry be it models or high power are not classed as fireworks under federal frameworks which are governed by Canadian Aviation Law and Explosives Law.   Rocketry has its own definition.
